The role of free enterprise zones in the economy of the USSR

The simultaneous transfer of the entire economy of the USSR to the rails of market relations in the current conditions is unlikely. And not so much because such a path is fraught with serious social upheavals, but because of the general unwillingness of the national economy to create the necessary conditions for such a transition. Hence the emergence of ideas about the possibility of using special economic zones for these purposes. The limited scope of the zone will make it possible to establish the functioning of the market mechanism relatively painlessly. On the other hand, the creation of a free trade agreement is seen as a means to accelerate the development of market relations in the entire economy of the USSR as a whole. This is based on the idea of intensifying foreign economic activity, primarily attracting foreign capital and management in order to use it as a lever for internal transformation. Thus, special free trade agreements connecting the domestic economy with the world market could contribute to the gradual "ingrowth" of market relations into the economy of the USSR.

The experience gained in world practice shows, however, that the successful use of free trade zones in the interests of economic development as a whole has been achieved only by those countries that have been able to integrate the zones into their national economy. In other words, the objectively conditioned isolation of the ZSP from the economy of the USSR, which operates on other, costly principles, should not lead to their complete isolation. The resolution of this contradiction requires that there be no insurmountable borders between the Free Trade Area and the rest of the country. A key element in the implementation of the interconnection of the Free trade area with the rest of the economy will, of course, be the zone's own mechanism of operation, designed to ensure the gradual, phased dissemination of the elements of the market mechanism tested in the free trade area.

As already mentioned, the success of the zones is impossible without significant attraction of foreign capital. The FTA mechanism itself presupposes foreign investment in the rest of the USSR economy, and the need to provide a satisfactory infrastructure for the functioning of the zones presupposes such investments in the relevant enterprises of the rest of the economy.

The possibilities of the zones should not be overestimated. The creation of the FTA does not in any way negate the need for radical economic reform, rather, on the contrary, without the implementation of appropriate measures throughout the economy, the FTA will remain isolated oases in the administrative and command system. Many problems related to the functioning of the zones are related to the development and acceleration of the process of economic transformation. This is due to the underdevelopment of the wholesale market of means of production, the absence of a capital market and a stock exchange, a flawed pricing mechanism, an underdeveloped credit system, and financial imbalance. The preservation of the bureaucratic structure of government, which does not want to make radical changes in the economy, causes serious difficulties.
